Irani SenFeb 9 2006

Despite deep differences between U.S. and European Union-led camps that threatened to scuttle the talks altogether, the Dubai declaration, i.e. the voluntary pact, -- won approval as the negotiators informed.

The agreement marks the first attempt to set worldwide guidelines on developing, handling and labeling of chemicals. It is to help an industry shift from wealthy to developing countries.
