California to get its first power plant with GHG emissions limits

After clearing the final regulatory hurdle yesterday, Calpine Corp. is all set to build the first U.S. power plant with federal limits on greenhouse gas emissions in California. The final air quality permit granted to the Houston-based utility by the Bay Area Air Quality Management District has taken it a step closer to its goal. The company has planned the construction of the 600-megawatt natural gas-fired Russell City Energy Center.

The Russell City plant, which will begin construction in 2010 in the city of Hayward located in Alameda County, CA, will produce 50 percent fewer greenhouse gas emissions than even the most advanced coal-fired plants. It will also emit 25 percent less heat trapping gases than the California Public Utilities Commission’s standard. The City of Hayward’s Water Pollution Control Facility will provide the power plant with 100 percent reclaimed water that will be used for the plant’s cooling and boiler makeup and prevent some four million gallons of waste water from entering the San Francisco Bay daily.
